The horn at the bottom is on a swivel. It can not be tightened. Therefore, if looking for a device to alleviate the wrestling to get a shoe on, this is not it. Telescoping feature does work well, helping to pack it for traveling. If you are searching for a way to overcome a disability making it hard to put on shoes, this item is NOT what you are looking for.
