I bought this machine for two reasons: to block high impact noises (stomping, children running, furniture being dragged, people walking around in Riverdance clogs, etc.) from noisy upstairs neighbors and also to use to sleep (to block out the sound of the TV) from the neighbor below.
The machine is perfect for the former. While it doesn't block or minimize high impact noises, it does provide a distraction, or rather, my focus is on the white noise of the machine (which is soothing) and not the noises above. So it's basically a psychological tool. When used with a pair of headphones (noise isolating) and an mp3 player, it works even better; the noises are definitely minimized.
I tried using it to sleep though and even on the lowest volume it was too loud when used in conjunction with ear plugs.. (The noise from the neighbor below is no longer an issue as we've resolved the problem but I like to have the machine in the room just in case.) The ear plugs I use seem to be okay for now.
I have noticed that when I use ear plugs (or headphones) along with the white noise machine, the machine sounds much louder than without either of those two things. So if someone is using it to sleep without any ear plugs, it would probably be okay.
I would definitely recommend this machine, especially if you live in an apartment building with noisy neighbors. The only reason I am not giving it a five star rating is because it would be nice if it had a lower setting than what is currently the lowest. I have not even used the high setting. It does have a good range of settings since the top part of the machine as well as the side of the machine, can be adjusted for range. The button in the middle can be set at a low or high setting.
